As most major infrastructure programmes are wholly or partly funded by state contributions and public bodies, they are subject to the 2014 EU Public Procurement Directives, published by the Crown Commercial Service (CCS). The directives are set out in 3 ‘packages’:
the Public Contracts Directive 2014;
the Concessions Contracts Directive 2014; and
