Keeley challenged a section 215 notice that required him to remove all motorbikes, boats and caravans (as well as vehicle parts and other junk) on the basis that he had the right to keep a motorbike, boat and caravan incidental to residential use. It was held that the notice was excessive and that it would be amended to limit any boats, caravans or bikes to normal residential use taking account of the number of people in residence and the impact those items would have, if visible, on the area.
