Outline planning permission was granted for 250 holiday chalets. Shortly before expiry of the time limit an application was made for reserved matters. This application showed the siting of only 18 chalets and stated that the siting of the remainder would be determined during construction. Approval was granted for the reserved matters. Subsequently, the court determined that the outline planning permission had lapsed. The application must include 'such particulars and be accompanied by such plans and drawings as are necessary to deal with matters reserved' (now article 4 of the Town and Country Planning (General Development Procedure) Order 1995) and so it was invalid.
