The work that the landlord actually intends to carry out is what must be looked at. The court cannot enquire as to whether the extent of the works proposed is strictly necessary.

The works must be capable of reasonably being carried out without interfering, to a substantial extent or for a substantial time, with the use of the holding for the purposes of the tenant's business. What is relevant is the physical interference with the use of the holding for the purposes of the business. The effect that it will have on the tenant's business is irrelevant.
