Biography

Gary Thomas is an independent consultant specialising in financial risk, highway maintenance and the efficiency of infrastructure delivery.

Gary joined the Department for Transport in 1993, which subsequently became the Highways Agency and now Highways England. Highways England is the government company charged with operating, maintaining and improving England’s motorways and major A roads. Gary worked across the business as a technical adviser, project manager, in research and as the risk manager for the major projects part of the business.

In the latter part of his career he worked as a Senior Leader in Commercial Support Services for Highways England, working with their Monitor, the Office for Rail and Road, to develop their benchmarking capability, followed by temporary secondment into the Department for Transport helping to improve the efficiency of infrastructure delivery.

An original member of the Commercial Services team, Gary implemented many of the recommendations from the Nichols Report in 2007 to develop Highways England’s in-house commercial capability in estimating, risk and project management.

Gary is a chartered surveyor by background. Before joining Highways England, he worked as a commercial and project manager in military infrastructure for clients and contractors.
