(a) The staining up to about 750mm high all along an inside wall looks like a tide mark - a wavy stain with bands of green, brown and black, with many of the characteristics of condensation, but externally (see image (b)) there were other problems.
(b) Outside, the tarmac pathway was subjected to high bouncing rainsplash against the bottom of the wall. The pathway has been raised to well above dpc level, and the dpc could not be traced after hacking off a small section of cement plinth. The external ground level will probably need lowering but before specifying remedial works in such cases, try excavating a trial hole near the wall to learn directly the construction of the building near the wall base including, if possible, the nature and location of the dpc.
