'Bearing in mind that the words "wholly or partly" in section 173(3) expressly enabled the local planning authority to "under enforce" it is not difficult to envisage circumstances in which a local planning authority might want to require in one enforcement notice a partial restoration of the status quo coupled with other work designed to remedy the injury to amenity caused by the breach.'
