The Court of Appeal held that the valuation tribunal was entitled to determine the effective date of alteration of a rating list, notwithstanding the fact that its powers to determine the effective date went beyond that which the valuation officer could himself achieve. This applies equally to the jurisdiction of the Lands Tribunal.
