All sections are reviewed biannually by expert authors. The following sections have been updated recently.


Highlights

Infrastructure financing

This section has been thoroughly updated throughout. See especially:

  • Risk of long-term inflation, which discusses how the cost of borrowing has increased significantly at the point in time when the UK desperately needs to invest in infrastructure 
  • The government, which discusses the second Infrastructure Assessment, which was published in October 2023 and
  • Case studies, which have been updated with the latest developments on the HS2, Thames Tideway Tunnel and Hinkley Point projects.

Project and programme controls

A new subsection on Completions management has been added. As projects grow in complexity, the accuracy of real-life progress can often fall short. One of the single most important lessons learned by this section's author has been the unequivocal need for a robust approach to assessing progress during the works.


Change control and change management

This section has received some minor changes.

Cost management and planning

Cost prediction/estimating now discusses two Infrastructure and Projects Authority documents that set out a best-practice approach to the development of cost estimates for infrastructure projects. Other subsections have also received minor amendments.  

Infrastructure claims

Building Safety Act 2022 has been updated to discuss reinforced autoclave aerated concrete. Mediation has been updated to discuss the recent case of James Churchill v Merthyr Tydfil County Borough Council [2023] EWCA Civ 1416 and whether parties can be compelled to mediate. Adjudication also discusses regulations that propose to add claims relating to contracts in the water industry as a further excluded category of claims.

Infrastructure contract arrangements

Case study has been updated to discuss Network Rail's Southern Integrated Delivery (SID). Figure 7 in IPA and GMPP has been updated with the latest figures for the government's major projects portfolio. Other subsections have also received some minor amendments.

Intellectual property

This section received some minor amendments.

Introduction to technical requirements

This section received some minor changes.

NEC3 and NEC4 for infrastructure 

Secondary option clauses has been updated regarding the NEC's climate change working group, which supports users in the adoption of secondary option X29.

Programme management

A focus on outcomes has been updated to discuss how HM Treasury's ‘plan for growth’ incorporates three 'core pillars': infrastructure, skills and innovation. The rest of the section has received small amendments throughout.

Resourcing strategies

This section received some minor changes.

Stakeholder engagement inside the supply chain

This section received some minor changes.

Stakeholder engagement outside the supply chain

This section received some minor amendments.

Sustainability in infrastructure

Changes have been made throughout this section to bring it up to date. See especially Climate change risk assessment.

Water and drainage

This section has received amendments throughout. See especially Statutory powers of entry and Permitted development rights
